You raise taxes, you increase spending. We know there are two sides to this equation. The fact of the matter is the last tax increase we had in 1993 that was retroactive, that reached back, the bottom line is they increased taxes to pay for more spending. That is what they did with it. They spent the money that they taxed on the American people. That is what the party did, and that is why we believe it ought to be more difficult to do that.
