If our recent experience with anthrax, for example, has taught us anything, it is that we need to make the necessary investments to better identify solutions to these problems and to prepare appropriate responses. This comes only after we make science and research investments a priority and boost our homeland security funding. I know that Dr. John Stobo at the University of Texas Medical Branch in Galveston had a vision when they moved to establish a Biosafety Level 4 laboratory to do that kind of research. UTMB Galveston's vision was validated after the attacks of September 11 and the ensuing anthrax tragedy. When completed, that project is going to be one of five such laboratories in North America and the first full-size facility on a university campus in the United States.
