“That is the kind of cooperation that is critical if we are going to solve the problems that are facing our communities and truly have the kind of safety that we all need and want to have. This incident that occurred in my congressional district in Texas happened at a port. Ports are critical facilities for us, particularly when they are serving the petrochemical industry, which is a facility that develops the fuel that runs all our automobiles and brings products to all of us all over the United States of America. So is it a critical area we need to address? Unquestionably, it is. And this is a reasonable tool with which we can do something for the grass-roots level of people who are strapped for cash, who are trying their best to put good programs into place to stretch their means as far as they possibly can to make sure that there are an adequate number of policemen and firemen and other kinds of law enforcement and emergency management folks to do the jobs that have to be done. It is tough.”
