In Hidalgo County, we are, again, 90-percent Hispanic, and we have a large population of automobile owners who come from Mexico and do not have insurance. Thus, it is not because we are Hispanic that we pay more.
De La Cruz explains that higher insurance costs are due to uninsured vehicles, not ethnicity.
