Thank you. That is exactly right. It is the Savings in Appropriations bill. What it says is the Appropriations Committee, in all of the hard and worthy work they do, they get one bite at the apple of setting priorities. We give them the top line number. They get a bite at it. And if they bring that bite to the floor and more than half of us disagree with what they did, then that money should be saved to the taxpayer, go against the deficit or increase a surplus, should we ever get into it. That is not the way the mechanics of our system work today.
