I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of subtitle A of title IV, insert the following: SEC. 4033. REDUCTION IN BENEFITS PAID WITH UNAUTHORIZED APPROPRIATIONS. Section 8(a) of the Food and Nutrition Act of 2008 (7 U.S.C. 2017(a)) is amended-- (1) by striking ``(a) The'' and inserting the following: ``(a)(1) Subject to paragraph (2), the''; and (2) by adding at the end the following: ``(2) For any fiscal year for which funds are not authorized under section 18(a)(1), the thrifty food plan shall be reduced by 10 percent only for the purpose of determining the value of allotments under paragraph (1) for such fiscal year.''. The Acting CHAIR. Pursuant to House Resolution 271, the gentleman from Texas (Mr. Conaway) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.
