I rise again today in support of H.R. 37, the Promoting Job Creation and Reducing Small Business Burdens Act. I am especially proud of, and would like to highlight, the work of the Agriculture Committee on the titles of this bill under its jurisdiction--the Business Risk Mitigation and Price Stabilization Act, a provision on the Treatment of Affiliate Transactions, and a provision regarding Swap Data Repository and Clearinghouse Indemnification Corrections. Margin Requirements I am pleased that the Business Risk Mitigation and Price Stabilization Act was included as Title I of this bill, and even more so, that this provision was already approved by both chambers as a part of TRIA reauthorization. This Title puts in statute important protections for American businesses. To grow our economy, businesses should use their scarce capital to buy new equipment, hire more workers, build new facilities, and invest in the future. They cannot do that if they are required to hold money in margin accounts to fulfill a misguided regulation. Inter-affiliate Transactions Title II of H.R. 37, regarding the Treatment of Inter-Affiliate Transactions, was passed by the House multiple times in the 113th Congress and will also provide additional certainty to American business.…
