Without that, I would not advise Ukraine to sign this. They can't sign an agreement like Budapest and then allow Russia to invade again.

We can do both. We're a great nation. And the fact of the matter is, unfortunately, this administration has chosen not to secure the border.

I think everyone in the House, they know the peril they're in if they vote no on this thing.
