I support this bill, because it stands up to the dictatorship of Hugo Chavez and stands with freedom and democracy in Venezuela.

I think it provides clarity and guidance as to who should be in charge.

I tend to disagree with that assessment, because as you mentioned, civilian control is important here.

I personally think it should be DHS.
