I thank Mr. Barton for bringing this hour to the floor of the House. Mr. Speaker, it is significant that this is the Texas hour. People look to Texas for leadership. Certainly, from an economic standpoint, Texas enjoys a AAA rating. The United States, unfortunately, does not. If you look at Texas between the years 2009 and 2011, it gained nearly a million new residents. Other times when there have been vast expansions of populations in a State, the rate of uninsurance has also increased, except in Texas. During that time period from 2009 to 2011, the rate of uninsurance went down. Why is that? It's because people were moving to Texas because they could find a job, and accompanying that job typically was employer-sponsored insurance. The reason for that is, of course, that Texas has a long history of utilizing the energy resources inherent in that State. In fact, it's Texas that has gone a long way towards redefining our national energy policy and making us an exporter of energy rather than an importer. But our purpose today, here, is to talk about the Affordable Care Act. It has already been referenced that the other body passed this late on a Christmas Eve in order to get out of town right before a snowstorm. Now, the chairman of the Finance Committee in the other body when talking to the Secretary of Health and Human Services earlier this year said, Madam Secretary, I am worried that we are seeing a train wreck.…
