With all affection and reverence for the chairman of the subcommittee, this issue has remained unresolved for the last 2 years. It was unresolved in the FAA reauthorization that passed the House 2 years ago. It has been unresolved in rulemaking by the agency. I think the time is now for us to take this action for the protection of our citizens. The Acting CHAIR. Does any other Member wish to be heard on the point of order? As the Chair ruled on June 27, 2012, the amendment violates clause 2 of rule XXI. The point of order is sustained. The amendment is not in order.
