We are very quickly on the road where we are going to be spending more money, mandatory spending, on the interest paymen...
It is a failure because of poor planning on the part of HHS and mismanagement of the law passed by Congress.
I don't think Executive orders are the way to go, I think we should do it legislatively.
But unfortunately, every dollar that we are talking about is going to be borrowed.
