Mr. Speaker, for the purpose of debate only, I yield the customary 30 minutes to the gentlelady from New York (Ms. Slaughter), pending which I yield myself such time as I may consume. During consideration of this resolution, all time yielded is for the purpose of debate only. House Resolution 175 provides for a structured rule for consideration of H.R. 1549. The rule provides for 1 hour of general debate equally divided by the chair and the ranking member of the Committee on Energy and Commerce. The rule makes in order two amendments, one Republican, one Democratic, with 10 minutes of debate for each. Further, the rule provides for one motion to recommit with or without instructions. Mr. Speaker, I rise today in support of the rule and the underlying bill. The underlying legislation is a needed piece of relief for the hundreds of thousands of Americans who were promised by their President that they would be covered under the Affordable Care Act's Preexisting Condition Insurance Plan and then were told, as of February 1 of this year, Sorry, we're closed. This is one of the many promises the President made that he has failed to uphold. In response to the President's failed promise, Chairman Joe Pitts introduced H.R. 1549, the Helping Sick Americans Act, to continue to provide insurance for those Americans who are most in need of immediate care.…
