I thank the chairman. And I would address to the chairman: the gentleman who previously spoke must understand that this legislation was litigated in front of the American people for the last 2 years. They rendered their verdict, and the jury verdict in November was, ``We reject what you have done. We want something better.'' That's what this process is about today.
