I would just observe, at the end of calendar year 2007, the commentator George Will observed the United States Congress had two jobs: deliver the mail and defend the border. It had done neither. But what it had done was ban the incandescent bulb, perhaps the greatest invention ever invented by an American inventor. This is a commonsense amendment. It deserves passage.
