It is done all the time. You can live in a college dorm, you can live in a tent, you can live in a van by the river, but you do need to change your legal residence. Many people elect not to do that because their residence changes frequently during their college years and they stay at their parents' residence. If they do that and their parents live in Houston and they live at Prairie View, they are not going to be able to vote in that town, but if you change your legal residence in Texas 30 days before the election, you can vote, no problem.
