There is widespread agreement that cyberspace is now a domain of warfare, and many people regard it as the most difficult, perplexing national security challenge we face.
The accomplishments of SOF over the past decade in fighting terrorists have been remarkable.
One of our witnesses is on the way and will be here shortly, but I think we will go ahead and get started.
We want to go a little deeper in looking at what types of future irregular warfare challenges we are likely to face.
Last fall, this subcommittee held a hearing to begin exploring the possibility that what we call irregular warfare may be a regular, that is frequent, challenge for us in the future.
I think we are going to face an irregular threat that we have not comprehended.
I am just not completely convinced if we have a big section of the country without electricity that people are not going to look to the Department of Defense and say, 'Why aren't you protecting us,' or some other sort of scenario.
