It seems to me if we end up with 500 nuclear weapons and country A has a couple hundred, that all the incentive in the world is for them to catch us.
It certainly has not been adequately addressed, and I think this gets to where there is a difference of opinion between the White House proposal that came out in May and the task force recommendation.
My opinion is that the more the administration consults with Congress, the more we can make these decisions out in the open, the better result we will have.
