I believe that the primary function of Congress is to fund common defense to protect American families, to do for us what we cannot do for ourselves.

It is also a challenging political environment, and to be charged with what I believe is the first function of the Federal Government--to defend the country--is a significant responsibility.

It is hard to find a legal justification for that military strike in Syria, absent congressional approval.

I believe it was inappropriate. I do not believe it was impeachable.
