Mr. Chairman, anticipating the fuzzy math from CBO that taking $41,492,000 from one account and putting that same amount in another account would not be considered equal, I went ahead and have another amendment that reduces the one account by $57 million, over $15 million more than we are transferring into the account that could be used for National Guard troops, so that, according to the fuzzy CBO math, the reduction will equal the increase. But with that said, no matter how fuzzy the accounting is here in Washington, there is a massive problem on our border, and for this body to turn away when we can force the President's hand--he is not faithfully executing the laws of his office, he is not enforcing the immigration laws, and he is not enforcing the border. We can force his hand by making the proceeds available, the $41,492,000, to get the National Guard, make them available for this purpose, and then we think the outcry from America will force the President's hand to get these people there, and the Governors will have a stake in this claim, but it is a Federal problem. I continue to insist on this. Americans across the country are watching what we are doing. We need to be responsible and faithfully execute the laws of this country, and that is without regard to whether or not the President does. We have an obligation to get this money where it is needed.
