And not only do you not have anything wrong, but the Clean Air Act that the EPA is supposedly acting under, but they're actually violating, stipulates that pollution control is ``the primary responsibility of States and local government.'' {time} 2100 While the national EPA office is supposed to set the overall priorities, States are supposed to have, under this bill that they are supposedly acting under, the States have considerable leeway in their ``implementation plans.'' That's what the States are supposed to do. And for all these years, when the EPA all of a sudden changes their instructions, States are normally given 3 years. Because what we're talking about is when the EPA says now shut down, you are talking about jobs. And I realize this is all part of the President's war on jobs. And it's working well. First, the moratorium in the Gulf of Mexico has really decimated Louisiana and many of the Gulf States as he has declared this war on jobs and eliminated so many jobs there in the Gulf region. But what is happening here, as you freeze out refineries, as you declare war on drilling and activity in the Gulf of Mexico, we are now starting to see that effect on everybody else. And it's one thing to stand up and say, and I am sure we'll hear tomorrow night about how the President cares so much about the working poor in America, and that's who he's out for. But the trouble is, don't watch what is said, watch what's done.…
