“It is a privilege to be on the floor any time when you know the history of this place and what all is going on before us. So here we are. Then we heard, Well, we need to get this done by July 4th. Then we heard we need to get it done by the August recess. Then, we need to get it done before Halloween. Well, then we need to get it done by Thanksgiving.…”
