Mr. Chairman, we have had a couple of amendments we've already voted on. In reviewing whether or not to withdraw my amendment, my concern comes on the review of Mr. Cole of Oklahoma, my dear friend, and the amendment that passed that he provided. His amendment says that none of the funds in the act may be used for supporting military activities of any group or individual not part of a country's Armed Forces. So it still could be used to supplement another country's Armed Forces through NATO or through the U.N. We have here a case where people on both sides recognize that the President moved forward and put our military in harm's way to go after a man who until March 1 was recognized by the United Nations as being a leader in human rights. In fact, it had elected him in 2003 to be the chairman of the Human Rights Commission of the U.N. We also know from our office's inquiry of our own military that we comprise 65 percent of NATO's military. So it is not comforting to think that this President has already gone beyond seizing on loopholes and is just ignoring laws in order to do what he wants because the Arab League asked him--not Congress, not the population of the United States, but the Arab League and some in NATO. It has not been established--and there are no indications it will be established--that the people who are going to replace Qadhafi will be better for us, for our national security or for our allies like Israel.…
