Last week I introduced a bill, H.R. 567, which would require the President to submit and the Congress to act on a balanced budget beginning in fiscal year 1997. If we are truly serious, and many Members last night said they were serious, about bringing the budget into balance, then they should start working on it now, and as I said repeatedly in this House, we should bring the American people to the table and talk about how we are going to do it, because we will never accomplish a balanced budget without bringing the American people into the debate to find out where the cuts have to be made. I would urge my colleagues to join with me and to sign on H.R. 567. I urge the committees to take it up. Let us bring this legislation to the floor.
