Mr. Chairman, I will not use very much time, but I wanted to discuss this with the gentleman from New Mexico. On the amendment that was withdrawn by the gentleman from Maryland [Mr. Bartlett], I would just say that I support the gentleman in what he is trying to do. The auto emission testing is a major issue certainly in my State and in my home city of Houston. While I support the goals of the Clean Air Act, we have found that the implementation of the program has not gone as planned, and it is something that has been a problem. There are not enough stations, and the lines are long. If the car fails the testing, the consumer must pay for repairs, as well as return for another test, and that is quite a bit to ask, particularly when they are asked to get other tests under State laws as well. So, Mr. Chairman, I support the intent to have the ACIR look at this.
