I am not sure why we are debating this amendment in the first place; but the fact that we are, I think there is one flawed argument that has been made. If one cannot use the money for hard purposes in the first place, I do not think one can pledge it as a collateral for hard purposes because if they had a default, the money would be illegal at that point. I think the argument that was made was wrong in the first place, but I think it is sort of a meaningless amendment as it is.
