I'm very disappointed in how they have operated. The HISA was intended to improve safety and fairness in horseracing. It's fallen short of its promises.

Congress is in charge of--and this is the problem we have is that the States have jumped the gun here.
I believe that if our subcommittee, and the Full Committee, and this House, is able to draft legislation, learning lessons from some of those disasters most recently I would just request that we go back, even further, at the Chair and the Full Committee's indulgence to look at what went well, and what didn't, with the response to Superstorm Sandy.
I don't think anyone on this panel or otherwise could argue against a regulatory structure that is clear, consistent, and works for all impacted parties, including the lenders.
