I thank you for yielding. It seems to me that this bill is almost the exact opposite of self- determination. Self-determination would be allowing the people in Puerto Rico to determine whether or not to have a referendum, a plebiscite, and what the questions would be. Hopefully it would be a straightforward question, as they have had three or four times in the past, but to have Congress mandate what the people of Puerto Rico have to do, that they have to have a plebiscite, have to have these questions on the ballot, it seems to me that is the opposite of self- determination and it is as you said, a congressional mandate. Is that how you see it as well? {time} 1430
