Mr. Chairman, this manager's amendment makes some changes to improve the underlying legislation. The amendment shifts $48 million in funding within the research and related activities account at the National Science Foundation. This is at the request of Appropriations Commerce, Justice, Science and Related Agencies Subcommittee chairman, John Culberson of Texas, and provides additional funding for integrative activities to keep it at the fiscal year '15 level. This account includes the Graduate Research Fellowship Program and the Experimental Program to Stimulate Competitive Research, which will be fully funded at this level. The amendment directs the Department of Energy to develop technologies to enhance security for electrical transmission and distribution systems. The amendment includes additional direction on the development of hubs, innovation institutes, and research centers at the Department of Energy. I urge my colleagues to support this amendment, and I reserve the balance of my time.
