This particular rule of construction was a bipartisan effort led by Bobby Scott, a former member of the Judiciary Committee, to avoid the problem that you are concerned about, and that is that this bill in any way would seem to dampen or prohibit civil rights legislation. Again, this rule of construction was put in there to address the very problem that the gentleman is concerned about.
