I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill, before the short title, insert the following: Sec. __. None of the funds made available by this Act may be used by the Environmental Protection Agency to propose, finalize, implement, or revise any regulation in which the research data relied on to support such action is subject to OMB Circular A-110 and is withheld in contravention of the Freedom of Information Act as prescribed under OMB Circular A-110 or if the Science Advisory Board of the Environmental Protection Agency fails to provide scientific advice as may be requested on such regulation to the Congress in contravention of section 4365 of title 42, United States Code. The Acting CHAIR. Pursuant to House Resolution 333, the gentleman from Texas and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.
