Certainly one would be tempted to fill in the gap. Because of our shortfall in funds and because of the oncoming tax cut, we will have fewer revenues and we will find programs like health competing against educational programs, and I do not know how they can be separated, and other social programs that are the safety net. You have to be compelled in some way when you have some money coming in to close the gap here and close the gap there. They are not going to be closed because they are too deep, but to address the needs with these funds intended for the Head Start program.
