In reading the base bill I have a concern, and it has nothing to do with the number of days, but it has all to do with how that is triggered. In the legislation itself it says, ``Extraordinary circumstances occur when the Speaker of the House of Representatives announces that vacancies have occurred.'' Now, should, and God forbid on the evening that we would have the State of the Union, and we are all here, and there should be a missile, it could wipe out everyone, including everyone that is on the list at that time. Who then triggers this action? Who are the people? Who has the authority to put this process in place?
