Mr. Speaker, it is clear I think to the listeners today that we are nearing Election Day. This is one of those ``scare America'' type motions that is designed to appeal to voters in the hopes that perhaps they do not understand the issue and you can just scare them by yelling ``outsource, outsource, outsource.'' But I think American voters are smarter than that. What we have done here in the House, our frustration is that we have one of the greatest and most productive work forces in the world. But our Tax Code works against our companies and our workers and really forces people to have to compete somewhere else in the world. We are convinced that we can create jobs here in America. So the approach we have taken is pretty simple and direct: We lower the tax rate for companies and workers that manufacture in America, and we keep a higher tax rate for companies that manufacture overseas. Lower if you produce in America; higher if you do it overseas. That way we encourage American companies and workers to keep the jobs right here.
