I appreciate the gentleman from Louisiana making the key point of how America is falling behind and how it's hurting our local economies, our local ranchers, our local service technologies, and our local ports as well. I would like to yield to a gentleman from California, the former chairman of the Trade Subcommittee, who comes from a State and a district that is rich in the institutions of ranching and technology companies that export successfully around the world. I would like to yield to the gentleman from California (Mr. Herger).
