as you know, many veterans live hours from major hospitals, making it very difficult for them to get the care they need; and oftentimes, for those who have to travel there two or three times a week, they have a terrible quality of life. That is why our local veterans health care clinics, known as Community-Based Outpatient Clinics, are just so important to deliver quality care for veterans. These have been stalled in recent years; yet, my understanding is that in this bill there is a strong commitment of $25 million to build the highest priority Community-Based Outpatient Clinics in the country. Is that the case?
