America is so large, I always marvel at the challenge we face each census to count every person in this country. But because we have been conducting a census every 10 years since our Nation was founded, it is remarkably accurate. Even the harshest critics admit the last census was nearly 99 percent accurate. But as good as that is, nearly 99 percent accurate is not nearly good enough because we rely on our census for a lot of our community goods, our funding and how large a voice we have in our local government, State legislatures and Congress. As we have heard tonight, the census is so important it is enumerated in the very first article of the Constitution. It is insisted that we count every person in America, not estimated, not guessed at, and not determined by some algorithm of a subset of the percentage of the combined data collection error minus the rostering factor multiplied by the inmoving/outmoving ratio or something complicated. Sampling is not constitutional. Like all statistics, it is easily manipulated. It is based on lowering our census accuracy to 90 percent and then guessing the rest. The Republican approach is constitutional, it is proven, and it counts real live human beings.
