I have here a host of letters in opposition to this dangerous legislation, one signed by more than 40 State and regional life science organizations and another signed by over 130 small biotech companies, many of whom are currently working to develop COVID-19 therapies and vaccines. In these letters, they emphasize that this bill will deter badly needed investment that will harm their ability to manufacture and produce therapies and cures for American families. Madam Speaker, in the midst of a pandemic, we just heard a question: Why do we oppose this bill? In the midst of a pandemic where countless lives will depend upon the development of these new cures, this cannot happen on our watch. We will not stand idly by.
