Mr. Chair, I rise as the designee of the gentleman from Texas (Mr. Roy), and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title) insert the following: Sec. 423. None of the funds made available by this Act may be used to modify or remove any display of the Department of Veterans Affairs that bears the mission statement ``To fulfill President Lincoln's promise `to care for him who shall have borne the battle, and for his widow, and his orphan' by serving and honoring the men and women who are America's veterans.' '' The Acting CHAIR. Pursuant to House Resolution 1269, the gentleman from Texas (Mr. Self) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.
