my amendment simply deletes section 8057 of the underlying bill. While there was merit in including this provision in 1997 when it was first enacted, the provision has become unnecessary due to comprehensive safeguards enacted into permanent law under the Arms Export Control Act, which is vigorously enforced by the Department of Defense. I believe this provision of this bill is no longer necessary to safeguard our technology. I have discussed this amendment with both sides, and I ask that it be adopted.
