Mr. Chair, the gentleman is correct. The committee increased funding for Tomahawk production 2 years in a row. Using this funding for other purposes is contrary to congressional direction, and this is the second year in a row that the Navy has blatantly disregarded our instructions. The action by the Navy led the committee to recommend a rescission of prior year funding for Tomahawks. Despite this rescission, the committee remains supportive of additional Tomahawk production and is awaiting a revised plan from the Navy on how they will spend the previously appropriated funding for missile production. I assure the gentleman from Utah that the committee will revisit this issue in conference, when the Navy indicates affirmatively they will use additional funding solely for missile production.
