Mr. Chairman, I once again encourage all Members to vote for my amendment, and I yield back the balance of my time. Ms. McCOLLUM. Once again, Mr. Chairman, I can't stress enough, the Clean Energy Incentive Program is voluntary. Why would we tell States that they couldn't choose to participate in something that will help their customers have lower utility bills, help with renewable energy, and help with the environment at the same time?
