Mr. Chairman, my constituents sent me to Washington to cut wasteful spending. The Open World program is one of many, many programs that have the same purpose throughout the Federal Government. This is a chance to cut $5 million in spending for a duplicative program that we simply don't need. I urge my colleagues to vote in support of passage of the Ratcliffe amendment, and I yield back the balance of my time.
