The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to finalize, implement, administer, or enforce the proposed rule entitled ``Clean Energy Incentive Program Design Details'' published by the Environmental Protection Agency in the Federal Register on June 30, 2016 (81 Fed. Reg. 42939 et seq.), or any rule of the same substance. The Acting CHAIR. Pursuant to House Resolution 820, the gentleman from Texas (Mr. Ratcliffe) and a Member opposed each will control 5 minutes.
