I want to pose a question to the gentleman from Florida. Is there some report or some evidence or some indication that we have a problem with immigrants in these categories coming over here and refusing to learn to speak English? Because you describe them as people who are coming here to stay. If they are coming here to stay, they better become a citizen and they cannot become a citizen unless they learn to speak English. So what is the origin of your concern?
