there was a statement made by the gentleman from Florida [Mr. Goss] that he interpreted that there was a reference to the House rules in here. At the request of the gentleman from Georgia [Mr. Gingrich], who is the leader-elect on your side, we inserted a provision that said that anything that a lobbyist is prohibited from doing is a violation of the House rules if a Member does it. He asked for that provision. Otherwise there is no reference at all there.
