I want to point out the language Mr. Farr is attempting to strike. It reads: No funds made available to do business with the Cuban military or the intelligence services. The only thing standing between President Barack Obama's attempt to override the will of the people as expressed by Congress, which is we will not do business with Cuba, is the Federal law. President Obama is attempting to change that. The only thing stopping President Obama from doing business with Cuba is this language, and the language says you cannot do business with the Communist military in Cuba or with the Communist intelligence services. It is very straightforward. If you want to do business with the private sector in Cuba, go ahead. All this says is that you can't do business with the Communist military or with the Communist intelligence services. Therefore, we urge Members to vote ``no'' against this amendment.
