I believe Mr. Kingston has correctly identified the problem in the private sector. If you don't meet a performance goal, you're going to suffer a cut in pay. You can be discharged from your job. Mr. Kingston correctly points out that the VA set their own standard. They have set this goal of eliminating the backlog by the year 2015. Mr. Kingston's amendment simply says that, if they don't meet their own standard--their own yardstick, a measurement of success in reducing the backlog--that there will be a pay cut of 25 percent to the senior leadership that is responsible for setting this goal, that's responsible for leading the VA and executing this goal. Congress is, frankly, tired of the delays, tired of the excuses, and we want our veterans to receive what they have earned. We want to be sure that they are given compensation for the injuries they suffered in the course of service to the United States of America, so I urge the adoption of Mr. Kingston's amendment. I yield back the balance of my time.
