Mr. Waxman, there is no definition of ``adverse'' in the act. That's in this amendment. That's one of the concerns. If there's any adverse impact, then the act doesn't go into effect, nor is there any definition of ``disproportionately.'' Those terms are not defined. Would you agree there is no definition?
