I yield myself such time as I may consume. Mr. Speaker, I would point out that the only people who would be holding our veterans hostage would be those who would vote ``no'' against this legislation which we have brought to the floor today in an earnest, honest, commonsense, courteous way to ensure that our veterans are given everything they need for the service they have given this country. It is my privilege at this time to yield 2 minutes to the gentleman from Florida (Mr. Miller), who is the chairman of the House Veterans' Affairs Committee.
